How do I turn on the NUMLOCK key for HP DM4T

Specs: Windows 7
Driving us crazy. Any help is appreciated.

I assume, you'd like to enable numlock key at windows startup by default.

Copy and paste the one you'd like to have to a new file and save it as, e.g. NUM_ON.reg or NUM_OFF.reg.
Doubleclick the saved file to make the changes to your registry settings for the NUMLOCK key.
Restart your computer.

[HKEY_USERS\.Default\Control Panel\Keyboard]
"KeyboardSpeed"="31"
"KeyboardDelay"="1"
"InitialKeyboardIndicators"="2"

Copied, pasted and saved. When I double clicked it said I could only edit the registry from within the "registry editor".

Ah ok.
So click Start and type cmd into the search bar.
Rightclick the found CMD and select run as administrator.
In the upcoming command prompt, type in:
regedit /s NUM_ON.reg
and hit enter.
You may have to change the filename, if you've chosen another one.

[EDIT]
I forgot to mention, you have to change into the folder, where you saved the REG file.
E.g.:
cd \tempfolder
