How do I reduce size of photo I want as my screen saver?

Specs: Windows 7
I have gone to change my screen saver picture and it is only displaying part of the picture although this is taking up the whole screen? Help!

If you change back to the previous screen saver is that still normal?

Open it in an image editing program, reduce the size and save the reduced size.
