You used the term reboot, which means simply powering the computer off and on again. A normal reboot is using the Restart function or similar so that the operating system and such shuts down and immediately powers back up. A "hard boot" is when you physically hold the power button or pull the plug or in any way physically halt the flow of electricity, and then you'd physically start the computer up again.

What you described sounds like you want to reinstall the operating system or use the recovery partition to revert the computer back to factory settings.

We could walk you through the process if you tell us the make and model number of the computer. What may be more helpful is to try fixing whatever problems are slowing it down. It could be any combination of malware, bloatware, temporary files, defective hardware, or that you're exceeding the limitations of the current hardware, particularly the RAM and/or hard drive.

Before giving you specific steps, please specify what exactly you're looking to do.

Apologies if I don't respond to your reply immediately. I don't check this site daily, but you're welcome to PM me as a reminder.

As rightly suggested by "Xps86", please provide us more information.
