How do I get access full screen size?

Specs: Windows 7 Home Premium
I have an LG Flatron W2353V and am using it with a Dell Inspiron 560ST that is running Windows 7 Home Premium. It is a 23" wide screen monitor, and ever since hooking it up to the dell, there have been 3.5" black margins on either side of the screen, although you can tell that it is lit and not actually malfunctioning, just projecting black.

A few things of note:
1) When hooked up to my netbook, I get picture on the full 23" screen.
2) During start up, one of the the starting up messages "DSUB" appears in the upper right corner which is completely black once the system has booted up.
3) I have already tried adjusting the resolution, but that does nothing to the black margins.
4) I have already re-installed the drivers for the monitor and made sure that all of my other drivers and programs were up to date.

How do I fix this? My gut is telling me that Dell probably tweaked something in their custom install that is causing this problem.

The specs on your monitor are linked below. Your native resolution is 1920 x 1080. If that resolution is not available you may need to update the graphics drivers or just properly identify the monitor. Right click a blank space on the desktop to see the display type. Change to the model of your monitor.
