how do i fix this os loading problem

Specs: win7 ultimate, 2.8amdx4/12g ram
i have written zeros to this harddrive and reformatted it in an effort to reload windows 98 or xp onto it, windows 98 will start installing and get down to having about 16 minutes left on the install and just sit their and never complete. i have tried reformatting over and over but can never get the os to completely install,,,is their something wrong with the hard drive or what. Everything else seems to be ok with the laptop,,is their a utility i can use beside the gwscan which rewrites zeros to the hard drive to see if its the drive or something else with the laptop

What is the model of the laptop?

If it uses a SATA hard drive or if you are attempting to install to a large hard drive those are deal breakers.

you can run boot and nuke:

But I would say the Hard drive has gone bad.

Well a faulty hard drive could certainly cause those issues. You can download a utility from the hard drive manufacturer to test the hard drive.

If this is fairly recent hardware, you may not be able to install the old OS.
Must be IDE drive.
Must be formatted to FAT32.
Cannot be over capacity limit on any one partition.
BIOS must support OS.
Drivers must be available for hardware.

You have to be a little bit crazy to keep you from going insane.
