i formated my hdd to load win 7 and all i get now is boot manager missing i have win 7 upgread disk it is also a dell laptop

How did you format your hard drive. You could have formatted it using your install or upgrade Windows 7 disk. If you have an install Windows 7 full addition, then it will not matter, but if you have an Windows 7 upgrade disk, you will need the old Windows installation there to verify that you qualify for the upgrade (you may need to recover or reinstall your old OS first).
The other step you are missing is that you have not set your BIOS to boot from your DVD drive first in boot order (at least before your hard drive) in order for it to read your Windows 7 install/upgrade disk. Once you do this you will then boot to the install disk and you will not receive the missing boot manager error. Look to your Dell online manual to find the correct 'F' key to press to access your BIOS set up to correct the boot order. Let us know if you are having problems still, but please give more details (my crystal ball is overheating).You have to be a little bit crazy to keep you from going insane.
