Control Panel>Action Center>Recovery>Open System Restore
All the details you need.

It is just a wild guess here, but I believe that the poster believed that putting the question in the title was sufficient and did not want to bother to retype it. Notice though that they typed almost the same number of letters though. Further, they could have copy/paste it into the text and then added a few words for clarity. I just felt generous, I just could have typed four '?' instead.
