Specs: Windows 7
Hello, I have a hard drive on my computer that has 2 partitions, the c partition and the new partition. When I remove the new partition. windows will not let me extend my c drive to make it a larger partition. Any Ideas?

You need third party software to extend the boot partition.

you need to go into disk management and make sure that the old partition is deleted there, then you should be able to resize/expand the current partition. As an alternative, you may wish to keep your personal files on a separate partition because if you have a major problem with windows and need to reload it from scratch, your personal files should be safe on a separate partition (this does not negate the need to back up anyway as a drive failure is always a possibility). Two common options for partitioning are:
One for OS & programs and a second for files.
One for OS, One for Programs, and One for Files.

You have to be a little bit crazy to keep you from going insane.
If all else fails, read instructions.

As members above said, you can use Windows 7 to repartition, extend partition or shrink partition.

If you want to extend System partition ( the one with Windows on it ), you must first make room for the extension. Therefore, you should either delete or shrink your "new" partition and then you can expand your system partition.

There is no danger involved if you do everything properly.
