Your question seems to indicate you do not have access to run that software.

Explain why you need to do that.

No, I have access to run software because it using USB dongle. But license.dat files is used for ship models. To enable or disable ship models and to decide on how many computers it can be presented. As I using this software in My Maritime Training Center where we have 7 computers and as we want to add 3 more I have to edit this .dat file or otherwise to order new license for just 3 additional computers which will cost about 2000 Euro.

The simple answer is that you don't.
Files such a this are specifically designed that they not be modified. To do this you would need to understand in detail the internal structure of the file, and that will be known only to the developers. If the file were improperly changed it would likely become invalid.

You are suggesting you have an illegal solution for Radex. That is contrary to the forum rules. You could have used the private messaging feature here. Hopefully one of the mods for this forum will remove #4 & 5 responses.
