How do I arrange photo files manually in Win7

Specs: Windows 7, i7quad core 4Gigs Ram
I can arrange them by tags, date modified and so forth but that is done automatically. I can't drag my family photo pictures to where I want them to be in the folder. They follow the mouse with a right or left "drag" but then just return to their original spot. Thanks!

You can't arrange them randomly, unless you are creating a slide show by using Windows Movie Maker or similar program that essentially creates a movie file after you have placed all the frames in their correct order.
If you have a reason to sort them in an arangement to suit you that does not conform to Windows sorting, you can achieve this by renaming the files to match your sort pattern. Using a number system works best as the original file name need not be changed. You can preface the file name with 0001, 0002 and so on to get them in the required order.
