Specs: win ce 6.0 , 128 mb
It says application explorer.exe encountered a serious error and must shut down pops up when I turn on the netbook and will not let me click it off or do anything.

Try to boot into Safe Mode and do a system restore to date wen all worked right.
If not then try a Last known Good Configuration from advanced boot options (F8 at bootup).

You have to be a little bit crazy to keep you from going insane.

Tricky when you can't get anything to happen at all.

It's a long shot but this procedure might get it out of the loop:
Turn off and disconnect from domestic power. Remove laptop main battery then hold down the Power Off/On button for about 20 seconds.

When re-assembled, if it boots up then type Ev in Search, select Event Viewer and look for any errors reported about the time it last failed. The information from these might tell us something.
