Rewind a bit friend, first things first. You've provided very little information, certainly not enough for us to help you.

Is it a laptop or a desktop PC?

sorry. I'm new at this. I own a Toshiba laptop and am running Windows 7. On start-up my computer hits a spot and just freezes. The screen goes black. My curser moves, but that's it. The solution, I've read, is a download. ...but how do I download it?

Well you can download it using a different laptop or PC (a friend maybe?) but that isn't going to be any good when it comes to installing or running it if your screen is black and it isn't even getting as far as loading Windows.

How far does the boot process get before locking up?

What is the specific download you've read about to fix the issue?

I turn on the computer and I get the screen that tells me that Windows wasn't shut down correctly. After I hit "Return", I get the screen that says "Starting Windows". The 4 glowing balls turn into the window icon with no problems. Then, the screen flickers off, then glows black with the curser sitting in the middle of the screen. 15 to 20 seconds is about all the booting that I get before it gives up. The downloads that I was directed to mostly was "smartpcfixer" and "total system care".

Can you boot into Safe-mode - press F8 as soon as the laptops boots up...

These three links will tell you a wee bit more about it; and how to actually access safe-mode...

Please don't download these all in one software titles. The only function of them that really works is the part where they take your money.

Did these directions to download this software come through pop-ups that appeared on the computer?

If you can boot into safe mode it could possibly indicate that a nasty piece of software is preventing your pc from going to the desktop.

It might well be malware but just see if this unsticks it (it has been known to work sometimes):
Turn off the laptop, and disconnect it from domestic power. Remove the laptop battery then hold the Power Off/On button in for about 30 seconds. If it then happens to boot up there is likely to be more to do.

Yes, avoid all fix-all scams, they usually mess up more than they fix. Only use programs recommended by a reliable computer forum.

Always pop back and let us know the outcome - thanks
