Hide files & folders from users in Windows 7

Specs: Windows 7 ultimate, UNKNOWN
Does any one know how to create a new permisson throught the registery? I would like to be able to create a 'Viewable' permission so I can prevent users from seeing files they do not have access to.

Example:
Folder 1 contains folders A, B, and C
User 1 should have access and see all folders
User 2 has access and should see B and C but not A.

I would like to edit permissions on A and specify that user 2 is denied read access and viewable access. When user 2 goes to folder 1 they should see only folders B and C

Any help is appreciated.

why not set up a guest account and set up the privileges?
