Hi. I have a laptop that has a wiped hard drive, no data whatsoever. The DVD drive in this laptop does not work. I tried another drive, that did not work either so I'm assuming the problem is internal. The DVD drives were not seen in the BIOS. The BIOS does not allow booting from a USB device. Any suggestions on how I can install Windows 7 on this machine?
Replace the built in DVD drive.
Recheck BIOS, there should be an option to boot from USB unless the laptop is very old (XP era or older). You have to be a little bit crazy to keep you from going insane.
What's the laptop's model number?
Use a thumb drive. Rufus

UEFI
Select the GPT partition scheme for UEFI computers.
The laptop is an Acer Aspire 7551-2551
I did a search for that model number & came up empty. My guess is it's an Aspire 7551-2531. "The BIOS does not allow booting from a USB device"
From what I was able to find, it does allow USB booting but you may have to plug in the USB device 1st, then entire the BIOS & change the boot sequence.
Thanks riider, I will check that later when I get an opportunity.
I put the hdd in an external USB enclosure, created a partition, made it active, then extracted the contents of the Windows 7 dvd to the root of the USB drive. Then I installed the hdd into the laptop, made hdd first boot option and it started Windows Setup upon boot. So far its smooth sailing with the installation. Thanks everyone for your input. Great resource we have here. P.S. riider...it was a 7551-2575
