Help Find files downloaded from Internet

Specs: Windows 7
I am running Windows 7 on my PC. I have been trying to find files I downloaded from the internet on my hard drive. In searching around for an answer on the net, I learned that I can find them in Documents and Settings>local settings, however, I am unable to find Documents and Settings>local settings. Any help would be most appreciated.

There should be a folder on your desktop, named like the logged in user.
In this folder, you should find a folder named Downloads, where all your internet downloads are located.

That's why you should pay attention to where files are downloading. Try downloading the file and you can toggle the dropdown box and send it to any location you like. It will show you where it is going.
