Forced shut down when no program running

Specs: Windows 7
I run Windows 7 (64 bit). When I try to reboot or shut down I get a message “force shutdown or cancel” than my computer says,” shutting down”, but does not, so I have to manually turn the computer off by holding down the power button. I have verified in task manager that there are no running programs, tried system restore, tools-error checking and have also checked for malware, but have no malware. The only thing I can think of is it gets hung up with the internet browser I was using, because those short cut icons (either IE or Safari) flash right before I get the “force shutdown” message indicating that’s where the problem may be?
Any help would be appreciated..I’m stumped

When you are shutting down do you still have a USB stick inserted? My system will not shut down if I have a stick in place. Sometimes I forget and I am stuck with the same situation as yourself... I pull the stick and the system shuts down quite happily.

No USB stick in and I've tried unplugging my portable hard drive, however the problem persists?

Be ware of pulling out a USB stick at shut down or anytime without using 'safely remove hardware', it may damage opened files and may not be recognized the next time it is used without formatting it.

On Task Manager, go to the processes tab and look for iexplore.exe for internet explorer and what ever Safari uses and shut those down.
Check your browser add-ons to see if there is something you do not use that might be keeping a part of your browser open.

Also scan with Malwarebytes to be sure that this is not an infection.

You have to be a little bit crazy to keep you from going insane.
