Find all IP's on network save them to a file then shutdown

Specs: Windows 7
Hey guys, I have a question witch seems to me to be very complex and after hours of reading and test on local machines I still have found a script that works :( Pretty much there is about 800 computers all on the local network. I want to be able to shut them all down at once. now these machines have restrictions but a little admin.bat will fix that. I was thinking about having some kind of script that would collect all the IP addresses, then another that would shut them all down? I dont know if this is the wrong way to approach this, please help. Also the computer names are very long and different, so that is why I suggest using the IP's

Thanks :)

Probably the first question that needs that asked is what you are attempting legal and secondly why would you want to do this. A bit more detail will help the helpers here.

yes it is legal, well I know there are 3 admins, and I have one admins password (mine),
all of our computers and there is a lot. I was thinking if there was some kind of batch scrip that would do something like "Net view" and copy all of the computer names. from this it creates a txt file for example "computers.txt" from this another batch file could be called and it could load this txt file with all of the computers in it? I know about the IPCONFIG |FIND "IP" | and were you could type computer -m \\computer name. is this possible by all means?

... I think this question (in view of it's content) would be better posted here for better advice:
