What are the different ways in which to transfer Windows 7 backup files from an external hard drive to new Windows 8.1 pc?

If it's already on an external drive, that kind of limits your options. You can copy and paste, and drag and drop.. but that's about it.

However, if you have the files on some other available source (Dropbox, FTP server, etc.), that's different.

Are you looking for various ways to transfer files or are they already on an external drive and you can't get them?

If you used Windows 7 built in back up to make the back up and not just manually backing up those files then the above does not apply. I do not know if Windows 8 Back up can or will read the back up from a Windows 7 machine but it is possible and worth a try. I do not know if Windows back up requires the same machine or not. Windows back up does allow you to restore single files, groups of files, and a complete restore but in this case the single and group method will be safer depending on exactly what was backed up.
If it was backed up using a different program then you need to install that program on that machine to have a chance.
If the back up was manually made then it is as simple as the copy/paste method referred to above.

You have to be a little bit crazy to keep you from going insane.
