I have no information to restore factory settings this is because I downloaded new windows 7 but did not back it up

Which version of Windows was originally installed? If your PC had XP (or Vista) & you upgraded to Win7, but did NOT wipe out the Dell restore partition when doing so, XP (or Vista) will be reinstalled if you do a factory restore.

Not enough information, thus, more questions than answers:

Did not back what up... Your personal files, maybe?

What was on the PC before?
Did you maybe upgrade to Win7 from XP, or Vista?

Ultimately, there may be a Dell restore partition on the hard drive, or a Dell restore disc. However, a restore to factory settings would take it back to it's original, out-of-box state. You would likely lose all your files that way - unless you previously backed them up.

If you caried out a straightforward installation of Win7 from a disc, with luck, there may be a 'Windows Old' folder if you look in your C drive. If so, rejoice! Your original files may still be available: (Windows Old/Users/your user name).
