Excel file opens in Read-Only mode in Win7

please, Help me urgently ... why in win 7 all of excel opened read only?

You don't say what version of Excel you are using but in Excel 2007 "help"for "read only"says:

Restrict changes to files with read-only
If you don't want content reviewers to accidentally modify a file, you can make formatting and editing restrictions. One option is making the file a read-only file, which can be read or copied, but not modified. If someone attempts to make changes to a read-only file, the changes can be saved only by giving the file a new name.

1.On the Review tab, click Protect Document.
2.Select Restrict Formatting and Editing.
3.In Formatting restrictions, Editing restrictions and Start enforcement, you can make selections that meet your formatting and editing needs.

Maybe someone has set some workbook restrictions
