Error message when installing programs

Specs: Windows 7
Whenever I attempt to install any program sometime during the installation, I always get a message to the effect that "can't access 'some folder' make sure that the folder exists and that you have access to it" where 'some folder' varies with the program being installed.
Please don't ask me to use "run as administrator". That only makes the problem worse.
These are always folders that the installation program is creating, so I wouldn't have had a chance to have given myself permission to access the folder since it is being created on the fly.
If I had a way to give myself permission to use my own computer that might help.
I am the only actual user, although there are several "users" listed.

If this problem is fairly recent in origin then try a system restore to when all was working correctly and then scan with Malwarebytes ('just in case' the problem was caused by an infection).
If this has been a problem for a long time, then consider backing up your files and doing a factory restore to when it was factory new. This way you get a completely clean start.

You have to be a little bit crazy to keep you from going insane.
