Error 31 trying to connect Huawei USB 3g modem

Specs: Windows 7, P4
Hello everybody and thank you in advance.
I have a Sony Laptop Model VPCF132FX i7 cpu 1.73ghz and recently had this problem.
When I try to connect to internet using my Huawei usb 3g modem, I receive this error: 'Error 31: A device attached to the system is not functioning'
I had this before and did a system restore and problem was solved. This time when I tried to do system restore, I found that -for some reason- that there is no restore point.
Now I need to reinstall the win7 system files without having to install all windows.
I would greatly appreciate if you can help. Also would like to know if you recommend installing win8 and if yes, how can get a copy?

You can run the "System File Checker" by clicking Start >> Run
Type SFC /SCANNOW
Click 'OK'

However, the System File Checker may require you to insert the Windows 7 DVD in order to replace any missing or corrupt system files, so if you only have a factory recovery disc, you won't be able to use the System File Checker.

In that case you will have perform a factory recovery to re-install Windows.

To get a copy of Windows 8 you have to buy it, either online or from a software store when it officially launches on Friday this week (26 October).

To avoid any unforeseen compatibility issues with your current applications & hardware, you can still download a free "Preview" edition as an ISO file from which you can make a DVD: http://windows.microsoft.com/en-US/...

I don't recommend installing Windows 8 yet though. It's too early. It needs time to "mature" and from what I've read Windows 8 has not received much praise, quite the opposite.
