dysfunctional keys- problem with using shift

Specs: Windows 7, 4 GB
when i press @ and shift at the same time, the @ character does not come up; instead the " character comes up. when i press the " and shift buttoons at the same time, the " button doesnt come up; instead the @ button comes up. When I don't use the shift key, bith keys operate as they should. What can I do to fix this problem? i only bought this laptop 2 days ago and it was already like this when i opened the box! please help (and by the way, i am not technologically 'savvy' so please be as clear and straightforward as you can!!!) Thanks

Go into Control panel> region and language and verify the keyboard type and language is set correctly.

If that doesn't fix the problem then I suggest you return the computer.
