Disable function keys at start up. To prevent patrons for restarting the computer and hitting F8 etc.

I would look at setting up the computer for Kiosk mode. This should prevent them from even being able to reboot. There are many ways to set up Kiosk mode, usually with group policies or third party software. Do a Google search for Kiosk Mode.

Thank you for your reply.. I have been using group policy to locked down the computer.
Patrons are able to surf with IE and Fire Fox use MS office and print. I only have that one problem. Someone reboots the PC and holds F8 or something and goes to safe mode or worse holds F11 and starts recovery. DO think kiosk will still help?
I'm new to locking down pc's without any commercial software world. Thanks again for your help

Yes, Kiosk mode will lock it down so they can't access the shut down or reboot functions. It will also let you limit what software is available for the users to access. You will need to lock the computer in a cabinet or make the buttons on the front of the computer inaccessible to the general public so they can't press the power button.
