cannot be done, both IE and firefox have that feature and it looks like it is compulsory.

Here is how:
Click Start, Run. Type GPEDIT.MSC and hit ENTER

Go to:

computer Configuration / Administrative Templates / Windows Components / Internet Explorer / InPrivate

Turn off InPrivate Browsing:

This policy setting allows you to disable the InPrivate Browsing feature.

InPrivate Browsing prevents Internet Explorer from storing data about a user's browsing session.

This includes cookies, temporary Internet files, history, and other data.

If you enable this policy setting, InPrivate Browsing will be disabled.

If you disable this policy setting, InPrivate Browsing will be available for use.

If you do not configure this setting, InPrivate Browsing can be turned on or off through the registry.

The OP specifically asked for a way to permanently disable InPrivate browsing. XpUser4Real in Post 1 already explained that it cannot be done.

If this is for 'Parental Control' or 'Corporate control' and you use an administrative account and password, This would effectively make it permanent for the normal user, just not for the administrator. That might be enough. Correct?

You have to be a little bit crazy to keep you from going insane.
If all else fails, read instructions.
