If in doubt send them to the trash can.

I'd consider using the disk clean up button once in a while.

Why did it take me over a year to phone in a problem to ATT?

Is this a trick homework question?

%tmp% is a scripting/programming variable
temp can be a temp folder on the hard drive.

They are not the same thing and both have nothing to do with your question.
