dell v310 printer has jobs in print queue, cannot be deleted

Im using Windows 7 premium on a Dell Inspiron 570. The printer won't print any new jobs, and has jobs in the print que,

It won't print anything new because the one's in the print cue are most likely stuck. The best way to get rid of these is to turn the printer off, delete them from the print cue again and start the printer back on.

I tried turning the printer off and unplugging it, and deleting the printers manually, but the printer came back once I refreshed. I even tried removing the jobs from the print que, and got an access denied error. I tried uninstalling the printers from add remove programs, restarted the computer after stopping the print spooler service then rebooting, but nothing worked.

Is the printer mode currently "offline"? If so, click on that entry to toggle to online.
