Delete Undeletable 8mb tmpFile1 file in win 7 temp directory

Specs: Windows 7
A file within the windows/temp directory named 'tmpFile1' that is 8 Mb can not be deleted. Tired the command window to delete it, the safe mode, and tired renaming it too. Nothing seems to work to delete this file in the temp directory It is being used somewhere by windows , but I am not unable to determine how. Even tired shredding it with Mcaffe with notsuccess.

I might be tempted to boot to a live linux cd and mount the windows drive as read write then delete the file.

Problem is a file like that should not be that stubborn. Try disk cleanup and also use internet explorer or other browser to delete all the stored data first. There may be more going on than meets the eyes.
