In Internet Explorer you go to Tools (or the 'cog wheel' on the right), select Internet options, Delete, select all, and Delete.
In Firefox go to Tools, Select Clear History, Select All and OK.
That is all you need to do.
If you like, you can also do a Disk Clean Up by opening 'Computer', right clicking on your drive (do for any/all) and select Properties and click on Disk Clean Up. After a little while to scan it will offer you options for cleaning up, I usually select all and OK.
Windows 7 has all of the tools you need, if you just use them regularly.

You have to be a little bit crazy to keep you from going insane.

Be aware that cookies are part of your browser (IE, Firefox, Google Chrome or whatever) rather than your computer as such. All browser have cookie deletion faclities but you have failed to tell us which browser you are using.

Post #2 details the situation for IE and Post #1 suggested CCleaner. The latter will clear cookies on any browser, as well as removing a lot of junk which accumulates in both your browser and Windows itself.
