Delay in typing and response in Windows 7

Specs: Windows 7, i7 920 / 9GB
I'm using Windows 7 Ultimate 64-bit, i7 920 CPU, & 9 GB Ram. The problem I'm experiencing is a delayed response time quite often when I'm online and typing on a site such as this, Facebook, or any other site which requires key input. I also notice I cannot scroll my browser when this happens and may last 5 or 10 seconds. I have the issue no matter which brand of browser I use but I can't say for sure if it happens with other programs or not. CPU usage does not seem to spike during this time. I keep all of my software updated regularly.

I'm not sure how to go about troubleshooting this issue, but any help would be appreciated as it is really irritating when this happens.

Clean out your browser's History, Cookies, Internet temp files, etc (slowing things down).
Do a disk clean up (always safe)
Run Malwarebytes to double check for malware or other infections (possible key logger or other nasty).
Download latest keyboard and/or motherboard drivers from mfg's website.

You have to be a little bit crazy to keep you from going insane.

Okay, I've done all of that with no change in symptoms. I've been keeping Microsoft Word open so I can jump into it and occasionally do some random typing to see if I have the same results in something other than a web browser. So far, it appears I only have this issue when typing online but it doesn't seem to matter which browsers I use.

I've done all of that and it didn't have any effect. I didn't even find any malware which needed cleaning......
