CPU Lag spikes to 100% HELP!

Specs: Windows 7
Ok this has been happening for ages, but only now I thought "damn can't handle this anymore!"

The issue is, my CPU goes to 100% randomly when I play games or watch videos. I can navigate on any site while listing to music and use firefox fine without any problems.
But when I play a flash game it will be fine for a few minutes then CPU goes crazy and lags, then the lag disappears for a bit and comes back again and it's like that until I close the game. Doesn't matter what game it is even happens when playing Bejeweled which is installed on the PC. It's really weird does this on every game and also sometimes while watching videos on the internet.

Yes I have checked for virus, spyware, windows up to date, nvidia drivers up to date.
Also defrag, ran registry cleaner ect..

TuneUp Utilities 2010

We'll need a little more information. Can you look at the Task Manager and see which module(s) are spiking the CPU usage?

Hope this is what you wanted to see, not really sure.

This is while watching a video

This while playing random flash game

Again this only happens when doing either of those things or full screen games
