Does the fan completely stop or do you stop hearing the fan? Does the computer shutdown when this happens?

As above, many motherboards put on a burst of maximum fan speed during start up (until the monitoring circuitry can establish the proper speed based on the temperature) and at shut down (to clear out possible heat build up before shutting off) but slows down to a more intelligent speed (a little over half maximum) which is MUCH quieter. If your computer is operating, this is probably the case because if it did not run, your board would shut they system down before the heat could build to danger levels (and it would rise rapidly without the fan). If you want to make sure, open the case and watch the fan while you start up.

You have to be a little bit crazy to keep you from going insane.
