control panel icons are not working

Specs: Windows 7, 2GB
my control panel icons are not working and i want to remove a program but when i double click add/remove, it is unresponsive. my internet explorer 9 icon is also unresponsive. and i have windows 7. my webcam too is not working. so can you guys help me to solve this problem?

You need to create a new user account and check for the issue to do that you need to follow the steps provided below.
Open User Accounts by clicking the Start button, clicking Control Panel, clicking User Accounts and Family Safety, and then clicking User Accounts.
Click Manage another account. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
Click Create a new account.

Type the name you want to give the user account, click an account type, and then click Create Account.
Now check for the issue.

Except he says his Control Panel icons do not work.

Try a system restore to a date before you began having trouble. Then scan with Malwarebytes to make sure that was not your cause. If you have trouble running System restore, then boot to Safe Mode and try again there and then scan with Malwarebytes before leaving Safe Made.

You have to be a little bit crazy to keep you from going insane.

Thank you Alice, but now i just saw another problem, when i double click the create a new account link, nothing happens. I just can't understand what's happening to my computer. Thank you again for trying to help

Thank you "Fingers", but when i open the system restore, they just tell me that it will be restored from only one day ago, and i don't think it should work because i had this problem 2 days ago. Is there where i can write a date where it should be restored from?
