Configuring Windows features stuck at 35% for hours...

Specs: Windows 8 or 10
I have uninstalled internet explorer during the process have reached this stage where the screen is black and the message ' configuring Windows features 35% complete. Do not turn off your computer' is displayed with adopted circle spinning around . Nothing has happened despite restarting , taking out plug and restarting any advice very much appreciated

Are you trying to revert back to an earlier IE version because there is no provided method to uninstall IE completely as it is integrated into Windows? If you don't want IE you just don't use it.

Your spec says Windows 8 or 10. Are you dual booting?

Hold down power button until it shuts down, about 6-10 seconds usually. Wait another 20-30 seconds and press again to start BUT tap the F8 key repeatedly. When the advanced boot options comes up, select 'Last Known Good Configuration' if possible or 'System Restore' and select the restore point at least prior to the recent change, possibly a week ago might be better.
Instead of uninstalling IE, update it with Windows Update, for better security, clean out all History and the like, and just stop using it. Use Firefox, Chrome, or whatever your preference is.

You have to be a little bit crazy to keep you from going insane.

Another idea if all else fails - "unsticks" computers at odd times:

Turn off and disconnect power cord. Remove main battery if it's a laptop. Before re-assembling hold Power Off/On button for at least 20 seconds which will discharge the motherboard components.
