Specs: Windows 7
my dell computer will not reboot and the computer came with no disk, the system restore is on the hard drive

If you had read the instructions that came with the computer it would have told you how to create as repair disk for just this eventuality.

If you can get your hands on a Windows 7 Repair disk it may well work otherwise you will have to contact Dell and get them to send you one..

You can still make a Windows 7 Repair Disk from any Windows 7 machine as long as both machines are either 32bit or both 64bit and use that to do a Start Up Repair, a System Restore using restore points saved on your hard drive (assuming the drive works), or restore an image of the drive if you happened to have made one.
You may be able to tap F8 at boot to access advanced boot options which should include a Start Up Repair and I think some basic hardware tests.

You have to be a little bit crazy to keep you from going insane.
