Computer stuck in constart Win7 restart Loop

Specs: Windows 7 Home Premium 64bit
Hey, recently my computer just shut off and I'm not sure why, but when I try to turn it back on sometimes it makes it to the Win7 loading screen, before restarting again, most time it restarts it either restarts instantly or goes to a black screen which says "Failed to Load Operating System; Insert system disk". I'm not sure whether its a faulty motherboard or HDD, i've tried to install a new OS but it freezes when loading SCSI controllers :I Anybody got any idea of whats wrong?

Intel Core i5 Processor
GTS450 Graphics Card
Kingston 2GB Ram x 2
Seagate 1TB HDD
Windows 7 64Bit Home Premium

Test the drive with drive maker's diagnostic software for DOS.

Create a CD from the ISO file with IMGBurn from here: http://filehippo.com/download_imgburn/

Boot your PC from that CD to test the hard drive.
