Computer is slow and laggy while downloading

Specs: Windows 7, cpu: Dual core 2 ghz. RAM is 2gigs
Whenever i'm downloading big files from emails or downloading videos and stuff, my computer slows down and cpu usage goes around 90%

I have no viruses because i scanned with malwarebytes and superantispyware.

Try to empty the internet cache and temporary files to see if that speeds up the surfing.
Also turn off Automatic Updates
Remove unnecessary programs
Disable startup programs

Try to defragment you hard drive. Too much defragmentation may cause big files into too many pieces to be written on the hard drive. Also check if your hard drive has plenty of empty disk space on it. Additionally, you can open TaskManager and click Processes tab. There you can see which Process is taking up too much of CPU time.

chances are it maybe your anti virus app, scanning files as they are been downloaded, although that shouldnt really cause lag, maybe you have more than 1 email scanner working at the same time..

i hate computers!
but cant help myself....

Well I don't really know the cause but i can tell you guys one thing, I used to have windows xp on this computer before installing windows 7 and it didn't lag like it is right now. Possibly could be my computer not handling Windows 7?

Your specs look ok, but a little more memory might help.
Did you do a clean install (format first)?
As above, clean out, defrag. (correction)

You have to be a little bit crazy to keep you from going insane.
