Do you use an anti-spyware program? And antivirus? Sounds stupid, but there are still a lot of people who don't use these tools. Try cleaning your cash in your web browser. Spy-ware and Adware will slow your PC down.

More than likely your system is infected. Just because AVAST didn't find it doesn't mean it's not there. Did you check Task Manager to see which program is hogging the CPU? Have you added any software lately? Have you managed your startup apps so you don't have a lot of crap loading in the background when you bootup?

Use CCleaner-Slim to clear out the cache (not cash) & other accumulated garbage files.

arpit.agarwal16 , I agree about CCleaner, I use it often, but possible you've got some sort of nasty (virus, worm/trojan, etc.?). Be aware that a virus and a Trojan are similar, but not the same. Many times, an AV detects one it can't clean, other times, it gets missed entirely.
If you need to clean one, Malware Bytes (http://majorgeeks.com/download.php?det=5756 ) seems to be the preferred remover, but I've run into a few it couldn't handle. Superantispyware seems able to handle all comers. (Info only. I’m not paid for recommendation. WARNING! FYI, a full scan on mine takes over an hour.) can do the job and you can get it free @:
http://www.superantispyware.com/
among other places.
If it turns out that you need to use it, be sure to update any cleaner prior to running. They just released a new update recently and it changes all the time. Things are in a constant state of flux.
Disable 'restore' after cleaning and run it again (to remove any nasties living there, restart after cleaning) so the nasty doesn't get put back should you later ‘restore’.
The restore thing is critical. May not be your deal at all, but won't hurt anything to try

Reload the whole deal for OEM media. See if it speeds back up.

You have a P4 which is a single core processor, it is not unusual for your CPU usage to go up that high temporarily, especially during video play, especially if you do not have a distinct video card. You may also need to update your Flash Player if your video play online is poor quality or inconsistent.
Test your memory with Memtest to make sure some of your issues are not memory related.
Stay with XP for the P4 processor.
2GB of memory should be plenty for XP though it is closer to the minimum for 32bit Windows 7.
Run msconfig, go to the Start tab and uncheck all except Microsoft and Avast, Apply and restart the machine.
Update your video drivers or consider purchasing an inexpensive video card that will be a minor upgrade to what you have.
Run Disk Clean up monthly with nearly all checked off.
Clean out your browser (Cookies, History, Temp Internet Files, etc) weekly.

Eventually you will need to upgrade to a modern machine, in the mean time, try to make the most of what you have without spending too much money on it.

You have to be a little bit crazy to keep you from going insane.

OEM
Original
Equipment
Manufacture
-- Simply the original factory recovery disk or recovery partition to restore your system to the state it was shipped from the factory.--
This will wipe your hard drive and restore it to the way it was shipped. It will remove all files, all programs, all updates, all infections, etc. It is a drastic step if your system is corrupted or you want to return to XP from your Windows 7 upgrade, BUT make sure you save all of your files to an external drive first.

If your system has a built in recovery partition or you have a recovery disk set from the manufacturer (usually can be purchased at a reasonable rate), you can return your system to the way it was shipped, but save your files first to an external drive.
