Change Windows Shutdown default for Client PC

Specs: Windows 7
We have installed Windows 7 Enterprise at my office. The problem that we are now having is we would like clients to Log Off as opposed to Shut Down. I know that this can be done as individuals but not as a default which is where our system go each time a client logs off. Would love to set this as a defaul. Currently our system are set to Not display the last user. Any ideas would be greatly appreciated.

Rightclick the shutdown button, choose properties and change the setting to whatever you like to.

This will only work for individual users, and does not remain for the next user on that computer.

There doesn't appear to be an option in Group Policy. Your next best bet would be to write a log on script that makes this change, then assign it to all users.
