CDBurnerXP instal error ShellExecuteEx failed

Specs: Windows 7, Intel Core 2 Duo/3 GB Ram
I have recently had to reformat my Windows 7 (32 Bit) PC (Acer 5720) due to a trojan virus. I am no finding that whenever I download freeware (eg CDBurnerXP) I get the following message once I have downloaded the file and click on the exe file:

ShellExecuteEx failed; code 5.
Access is denied.

I have read on the internet that it is something to do with access rights. But I am logged in as the Administrator so it should be working. Can anyone explain in simpler terms why I am getting this problem?

From what I can find it appears you may not actually have full administrator rights. If you are logged in as the administrator go to control panel> user accounts and check what rights you actually have enabled.

I suggest you should create a user account and then assign whatever user rights you wish. The purpose of that is that if you have a problem with that account in the future you have the default administrator account to fall back on. If you crap that one up now, you won't have anything to fall back on and a reinstall may become necessary.
