Hotmail was killed off months ago, you need to switch over to Outlook.

Hotmail is officially dead: Microsoft shifts to Outlook

Just login to Outlook using your @hotmail address & password:

Hotmail and Windows live Mail were indeed killed off, but only the name changed.

Existing accounts remain unchanged and accessible as per usual. It's only new subscribers who are affected. They will be given an email address.

If the situation here hasn't already been resolved, it's likely this Hotmail account had been hacked, spewed out a load of infected spam, and consequently blocked by Microsoft.

You should be able to unblock it via here: (says Outlook, but applies to Hotmail etc also).

During the unblock process, one of the options is to have a verification/activation code sent to a mobile phone number of your choice. MS also have other options available, though you'll likely need another email provider for them to forward the code to.

Hotmail is kill off. Heck I've never used the outlook url. I still type in the hotmail web address. It may change to url in the address bar after hitting enter, but you will still get to where you want to be.
