Can't Proceed to Windows Setup

Specs: Windows 7, 1
Hi. I'm currently facing a problem to format my laptop with the new Windows 7 OS.
it seems that I can't proceed to the Windows Setup screen.

I'm currently using a Windows XP professionals SP1. Laptop model: Dell Inspiron 6400,1GB RAM, centrino dual core.

the problem is like this:
While I was trying to boot up my lappie to W7 with the usual standard procedure:

Insert OS disc> Restart yr Laptop> Press F12 > Boot Menu > option 3: CD/DVD/DR_drive> black screen with a flashing _ on the top left corner > THEN, it proceeded to Starting Windows Screen (it SHOULD be Windows Setup page!!!) > and finally, Computer dekstop =.=

I have tried it so many times, and it's still proceed to Starting Windows Screen by ignoring the Booting system

Why does this happen? and how to solve it?

Is it an original DVD of Windows 7 or a copy? Do you have a DVD drive in you laptop or just a CD drive? Do other DVDs work in your drive?

It's a copy. Yes, I have a DVD drive and of course, i used to watch DVD films with it.

Although it's just a copy, I can proceed to Windows Setup Screen with my another similar Laptop (same model).

But this laptop seems to be acting so strange

CD and DVD drives can be finicky. Sometimes they don't like certain brands of discs. You might try burning it to a different brand and see if that works.

Watch for a screen instructing you to hit any key to boot from the CD.
