cant open my internet explorer

Specs: Windows 7
So i have a satellite l 675 toshiba and my computer was fine until the other day when i click on the internet explorer icon . it wouldnt let me go through i got an error message saying that win 7 security system was in danger and then it started a to scan my computer and then i came up saying that i had to buy their anti viruos program and it wouldnt let me go anywhere in the internet so i insted had notorn internet security and i did the scan and found out i had a trojan horse so he fixed the problem so when i restarted my computer everything was fine but when i click on my destop icons they wont let me run them normaly .i have to run them as administrator if not i get a box saying to choose a program to open the file ...its there a way i can fix this or should i just delet the hole memory and reintall my programs ?

ok, you still have the virus or left over bits of it running around your system, dave your files to and external source and scan them with every known virus scan, you can. the do a full factory restore on your system.
for toshiba machines They provide a hidden recovery partition called the HDD Recovery Utility. This is accessed by pressing and holding the 0 (zero) key on the keyboard and then pressing the computer's power switch.
this will delete all files and programs on your C; drive and reinstall your machine to the day you bought it.
this will save you lots of time and stress, will give you a new clean machine, and will give you the opportunity to dump, norton, install ms security essentials and malwarebytes, this is my opinion all the security you usually need.
when you restore your files from the backup, only restore what you need and scan them all first..

i hate computers!
