That happens when a program is not fully compatible with Windows 7.
Any Photoshop version prior to CS3 is not fully compatible so you have to start it using the "run as administrator" option.

The only way to avoid having to do that is to either upgrade your Photoshop, or disable Windows "User Account Control" (not advisable since it removes a layer of security).

To avoid having to remember to right-click the Photoshop shortcut every time to select "Run as administrator", you can modify the shortcut thus:

Right-click shorcut and choose "Properties".
Click the "Compatibility" tab.
Tick box at bottom for "Run this program as administrator"
Click 'OK'

Now you can left-double-click the Photoshop shortcut like any shortcut, but a dialog-box should pop-up asking you to elevate privileges.

Hi djah,
You may have to reinstall adobe photo shop.
Thou firstly you need to download windows uninstaller
and ran it to give you a list of programs installed by windows
installer.
Find photoshop and uninstall. Note that this will not remove the program
but rather it will remove the installation files to enable you reinstall
your program afresh. Take not of the destination folder so as not have
duplicating of files, so make sure files are replaced in the same previous
folder where the were removed from. You can also check this site for detailed methods on how to fix this problem http://www.techyv.com/questions/pho...

Check out the version number as per #1 before trying to re-install it. If the version is too old then re-install won't get you anywhere and you will need to use the workaround given.

Always pop back and let us know the outcome - thanks
