Can't install programs in Windows 7

Specs: Windows 7
Some of my programs are not installing fully in windows 7 ultimate. They get to a certain point then the following pop up appears:

The file 'C:\windos\system32\Msvcrt.dll' could not be opened. Please check that your disk is not full and that you have access to the destination directory.

Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
Type the following command, and then press ENTER:
sfc /scannow
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.
this will take a long time, so do it when you go to bed, if it fails to fix the issue,
try a system restore to a date before the issue began.

Tried the 1st one but unfortunately nothing happened. Tried the 2nd one and problem solved! thanx very much!

I have one more windows 7 Ultimate issue - can someone give me a step by step solution to keeping the computer off. Whenever I shut it down it reboots right away - so it hasn't remained off since I purchased the software (about 3weeks ago now) unless at the exact moment it shuts down, I pull out the plug from behind, but I'm afraid that if I do that everyday it could eventually destroy the computer. Any assistance would be greatly appreciated!
