Can't get past Win7 Launch Startup Repair

Specs: Windows 7, 2 GB
I have a Dell Inspiron 1440, OS Windows 7
I tried to turn it on today and I got the "Launch Startup Repair" or "Start Windows Normally" --- neither option got me anywhere.
All I can do is the following:
A) Start Windows Normally --- Which will show me the black screen with the Windows Logo and says "Starting Windows". If I leave it and do nothing, I go back to the "Launch Startup Repair" or "Start Windows Normally" black screen and the cycle can be started over. (and over and over).

I have NO idea what to do.

I have a Dell Drivers and Utilities disc and a Dell Operating System Reinstallation DVD (Win 7 Home Premium 64-bit).

See if you can boot into the BIOS (setup) screens. You may have a hardware problem. Disconnect all non essential hardware. Remove all flash, memory cards and external drives.

I have this same problem. Did you get it fixed? And OtheHill, what do you do when and if you get into the Bios screens? I tried, Safe mode startup, goes back to repair. Where it keeps saying, can't fix automatically. Tried to do system restore, but same problem. This all started witha Whitesmoke Toolbar that appeared out of nowhere.

Help!
