Cannot read encrypted PDF files in Windows 7

Specs: Windows 7
I can't read my pdf files. They come up encrypted.
This has been going on sense I have had this computer. I have the student version of office 2007 and I have downloaded Adobe Reader 9.

Anytime I open a pdf file a smaller box opens that says file conversion. Inside the box it gives me three options to select the encoding that makes my documents readable. The first choice says Window (Default), the 2nd says MS-DOS and the last Other encoding (next to this choice is a box where you can chose many different choices i.e. Western European
(Windows.)) I uninstalled Adobe Reader 9.3 and am in the process of reinstalling it.
