cannot download nor save anything windows7

Specs: Windows 7, 4gb
Hi I have a new HPG42-474 notebook running windows7 pro. The problem is, everytime i try to download or even save a newspaper article the download starts, then it freezes with only the IE blue circle revolving. It doesn't matter what or from what web page I'm trying to download from same thing happens. I can have other pages up and they also stop working, when i try to bring them up, they just drop straight back down to the task bar.I have to run task manager to end the program which then shuts all the other sites down as well. I have tried to download Firefox an Mozilla etc but the same thing happens, so I cannot even try those to seeif it is a browser hassle. I have done many scans using Trend Micro Titanium and also run many fixes they have suggested, but to no avail.All was OK up until last week. I have plenty of memory,4gb of which only 1.12gb is being used also a hard drive of 620gb which has 580 gb free. It looks like the update fro Windows and Trend still work. I tried to contact Microsoft but haven't heard back. So now I'll try here.

What malware scans have you done already?

Hi I have done the following for Trend;Generate System Logs, Collect Malware Samples,Run Disk Clean UP, Scan Using Houscall,Generate Trend Micro HiJack This Logs,Scan In Safe Mode(computer wouldn't allow this?),Run Trend Micro System Cleaner,TwinFix Tool and Rootkit Buster, undo Add-ons, and of course Delete Temporary Internet Files and Delete content of Temp Folder.
I cannot do a system back up because the earlier backup i did first week in March prior to this problem has been overwritten with a back up that would contain the problem, so I'll just end up transfering it back once system restore was completed.

try resetting IE first.

Then run these these free cleaners and fix all they find:
1- Malwarebytes
2- Trojan Remover
3- Hitman Pro
