Specs: Windows Vista
I cannot run many of my old programs in Windows 7. I have a cd for Windows ME and my programs would run on that OS. Is there some way to install Windows ME in a 2nd partition on my computer so I can install and run my older programs too. I also have a cd of Windows 95...if that would work better.

Have you tried to install one or more of the programs in question in a Windows compatibility mode?

Go to Control Panel> Action Center. Select Windows Program Compatibility Troubleshooter. Then follow the prompts.

Dual booting Windows 7 and ME is likely to be problematic, and with Win95 even more so. If compatibility more will work that would be the best option. If that doesn't work you could try XP mode in Windows 7 if it is supported by your edition. Otherwise you could install VirtualPC or VirtualBox and install ME or Win95 on that. This will be much easier to do than dual booting and be more convenient as well.

I am not sure if Windows ME can run dual- or quad-core CPU. Did anybody try it ?

Personally I'd install Virtual PC or VMPlayer. Then install ME in the VM. You'd be able to run both at the same time and be fully supported. VMPlayer has support for usb devices so you can detach them from the host and attach them to the VM.

With machine additions you can drag and drop files between the two.
