Can we change internet speed via DNS?
i read many stories about the same
on

so its works or not?

That depends.
In most cases the biggest influence on Internet speed is your connection to your ISP. The only way to improve that is to contact your ISP and upgrade to a faster connection. If your current DNS server, most likely that of your ISP, is slow then using an alternate might improve performance. Note that this can only improve browsing speed, not downloads.

I tried Open DNS at one time but noticed no improvement.

Dns resolves names to ip addresses. It has nothing to do with speed tranfer ability

Dns can be sped up by using hosts files or a local resolver.

You are better off limiting bandwidth also by a good hosts file along with script block or no loading images.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

BIND is a DNS server. Unless you are operating a server it is of no interest to you.

Kind of beyond the scope of a forum to tell how to install and configure a bind server. I am sure there are web pages on ways to do that.

Why do you think you need a dns server?
